CAAT Hosts “CBTA Implementation for Training Organisations – Flight Crew CBTA” Workshop to Enhance Thailand’s Aviation Training Standards

The Civil Aviation Authority of Thailand, in collaboration with Boeing Global Services, a division of The Boeing Company, organised the “CBTA Workshop for Flight Training Organisations (FTO)” from 30–31 March 2026 at Miracle Grand Convention Hotel, Bangkok. The workshop was presided over by Air Chief Marshal Manat Chavanaprayoon, Director General of CAAT.

The workshop aimed to support Thailand’s aviation industry in transitioning from traditional Content-Based Training to Competency-Based Training and Assessment (CBTA), in alignment with the standards of the International Civil Aviation Organisation (ICAO). This approach emphasizes practical performance capabilities and systematic competency assessment of aviation personnel to ensure greater training effectiveness.

In his opening remarks, the Director General of CAAT highlighted the importance of human resource development in the aviation sector. He emphasized that the successful implementation of CBTA requires close collaboration among the regulator, training organisations, and industry stakeholders to ensure effective outcomes aligned with Thailand’s operational context.

The workshop featured expert instructors from Boeing Global Services, including Michelle Crawford – Director Early Career, Kirk Quong Sing – Regional Director Business Development, Larry Lambdin – Senior Manager, Maintenance Training, and Captain Paul “Nick” Munns – Senior Boeing CBTA Instructor. The sessions focused on interactive and practical learning, combining lectures, technical demonstrations, and participant engagement activities.

In addition, CAAT presented draft CBTA regulatory requirements and implementation guidelines to assist flight training organisations in preparing for future adoption.
